What is Wawasan Brunei 2035?

Wawasan Brunei 2035 is the nation's long-term future vision launched in 2008. It is our aspiration to transform Brunei Darussalam to become a nation that will be recognis​ed for its three goals which are:

1) Educated, Highly Skilled and Accomplished People
2) High Quality of Life

3) Dynamic and Sustainable E​conomy

What are the goals we want to achieve by 2035?

In the Wawasan Brunei 2035, there are three (3) goals that we aim to achieve which are:

What is the mechanism used to monitor the achievements under the Wawasan Brunei 2035?

In general, the country's development towards achieving the vision is monitored by using a number of identified National Key Performance Indicators (NKPI's). The progress of each NKPI's is monitored on an ongoing basis to give an overview of the overall achievement. The NKPI's are reviewed every 5 years based on its suitability with the current situation. 

What is the role of the Majlis Tertinggi Wawasan Brunei (MTWB)?

Majlis Tertinggi Wawasan Brunei (MTWB) is chaired by His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah Ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, Prime Minister at the Prime Minister's Office. The members comprises of the Deputy Chairman and Cabinet Ministers. 

The council is responsible to:

  1. Ensure we achieve the three goals in the Wawasan Brunei 2035
  2. Provide direction towards the achievement of the Wawasan Brunei 2035
  3. Ensure the implementation of the policies and strategies set
  4. Developing integrated plan towards achieving Wawasan Brunei 2035

What is the Wawasan Brunei 2035 Framework?

The Wawasan Brunei 2035 Framework is a guide and reference for all the efforts made towards the achievement of the vision. It was developed to manage and monitor the progress of the Wawasan in a more focused and holistic approach, as well as reflecting the correlation between the goals, national outcomes, key areas and National Key Performance Indicators (NKPI). It also shows the alignment and cooperation amongst the Government, private sector, NGO's and the public.


What is the National Outcomes in the Wawasan Brunei 2035 framework?

The National Outcomes are specific outcomes that we want to achieve for each goals.

What are the Key Areas in the Wawasan?

The Key Areas are areas that has been identified that will give a high impact towards the achievement of the National Outcomes and the Goals under the Wawasan Brunei 2035. The areas identified under the Key Areas will be prioritized to be implemented at this time.

What is National Key Performance Indicators (NKPI)?

National Key Performance Indicators (NKPI's) measures the performance for each of the key areas identified holistically at the highest level. It is also used to know the overall achievement of the Wawasan Brunei 2035.

There are currently 37 NKPI's that are being monitored.

Why is it important for us to be measured by international standards?

It will allow us to measure our country's achievements compared to the achievements of other countries, as well as to show to the international arena of our capability and stability. It will also encourage other countries to invest in Brunei Darussalam and opens up development opportunities. This method will provides a healthy motivation for the country to continue to work towards achieving the targets set so that we are not left behind in the international arena.

The process of drawing up a long-term development plan begins with a comprehensive consultation session with various levels of the community regarding their desire for the future development for the country.

After going through these processes, the Ninth National Development Plan (9) Book was launched in January 2009 and explained the upcoming thirty-year vision which is the Wawasan Brunei 2035.

In 2014, the Majlis Tertinggi Wawasan Brunei 2035 was established to ensure the achievement of the Wawasan Brunei 2035 and to provide the direction at the highest level.

In 2016, the Wawasan Brunei 2035 Framework was established as a reference.

In reviewing all the aspects for developing the country by 2035, our core values are included which are:
  1. Committed and loyal to the Sultan and the Country
  2. Upholding the values of Islam according to Ahli Sunnah Wal-Jemaah Mazhaf Shafie
  3. Practicing and adhering to the concept of Malay Islamic Monarchy (MIB)

Whole of Nation Approach

The success for the country in the future depends on the ability of all stakeholders to work together towards achieving Wawasan Brunei 2035. The cooperation between The Government of His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam, the private sector, non-governmental organizations (NGOs), communities, individuals and the public is very important for the success of the Wawasan 2035 as each plays a vital role and without everyone's support it will hinder the progress for the country.

The Government has a responsibility to formulate strategies and implement action plans towards achieving the Wawasan 2035. The policies and actions should involve all parties to ensure that the measures taken will give the best possible impact and reflects the people's aspirations.
Meanwhile, the private sector has an imporant role in many aspects, especially in terms of developing and diversifying the country's economy. The private sector is capable of generating jobs for the people, as well as exploring other business sectors that will open the country to wider economic resources whilst increasing exports to foreign countries.

Non-Governmental Organizations (NGOs) have a role to support the country and the people by focusing on areas that requires additional support, for example in terms of social assisstance and youth development. NGOs can lead key areas that are not under the jurisdiction of any party. 

Communities / Individuals / Public serves as a unit that drives the efforts led by any stakeholder and they can contribute to the success of the Wawasan 2035 by engaging in all govrnment initiatives, private sector or NGOs.

What is the Governance structure for Wawasan 2035?

Each stakeholder has their own role to ensure the success of the Wawasan 2035, as well as ensuring we achieve the targets set in the Wawasan 2035. This requires the cooperation and contribution from everyone. Majlis Tertinggi Wawasan Brunei 2035 (MTWB) is responsible in coordinating at the highest level and they are responsbile to provide the guidance and the strategy champions and relevant stakeholders will implement the initiatives that are aligned to the Wawasan 2035. MTWB will receive the feedback from all the strategy champions and relevant stakeholders on the progress for each areas for each strategies.

The strategy champions are responsible for establishing their respective working committees that will involve all parties from other Ministries or Departments, Non-Governmental Organizations (NGOs), private sector and the public. This is to ensure that the policies, strategies and initiatives made reflect the aspirations of the people. The strategy champions will then mobilize their Ministries and Departments to implement the strategies based on the direction given from MTWB.

Ministries and Departments will align their strategies and implement initiatives and projects that will contribute to the MTWB's aspirations. This will be implemented by the relevant agencies through their respective action plans.

The Non-Governmental Organizations (NGOs), private sector and the public are also included in the alignment process, whereby they are included as part of the Strategy Champion working committee or ministry level committees, for example the Mukim Sihat initiatives. They are also included to work together with the relevant agencies to carry out the action plans.

Do we use benchmarking when planning the Wawasan Brunei 2035?

The Benchmarking process is one of the processes used in setting the direction and identifying the initiatives to be implemented for the Wawasan 2035. The process is used at all levels of planning including:

  1. Establishing the Wawasan Brunei 2035 Framework
  2. Setting the National Key Performance Indicators
  3. Identifying the initiatives and action plans
  4. Setting the key areas that must be prioritized
  5. Foresight

What are the challenges faced in achieving the Wawasan Brunei 2035?

Among the challenges faced in achieving the Wawasan Brunei 2035 is changing the mindset, the alignment process and the involvement of all parties. We need to further strengthen the cooperation between all stakeholders, from the Government agencies, private sector, NGOs and individuals. We are all responsible to work together towards the success of the Wawasan 2035, especially addressing cross-cutting issues.

What is the plan after we have achieved Wawasan Brunei 2035?

The targets set for Wawasan Brunei 2035 is planned based on the achievements we want to achieve by the year 2035. However, the plans for the future after the year 2035 has been included in these plans, more so from the development and sustainability aspect for the country.

At the same time, preliminary preparations and efforts are being initiated through Foresighting exercises with the objective to provide an overview of the country's situation in the future and how we can overcome any obstacles that may arise.

In addition to identifying the challenges faced in the future, such exercises will give us the capacity to be more prepared to address any issues, problems and challenges that will come in the future.

Where are the areas that are not included in the Wawasan Brunei 2035 Framework?

Within the Wawasan Brunei 2035 Framework, there are 28 main areas that have been identified.

The key areas in the framework are areas that needs to be addressed and all efforts are currently focused on these key areas to ensure that they are fully developed and achieved.

Other areas or aspects that are not included in the framework does not mean that they are not important but they can be prioritized only at the Ministry of Department level and not at a National level.

The key areas identified within the framework may change depending on the requirements for the country and the decision by the Majlis Tertinggi Wawasan Brunei 2035.

What are the National Outcomes that we want to achieve to ensure the success of the Wawasan Brunei 2035?
